Ed Stallknecht clearly had clients in Stafford County and he followed developments in the county. The growth in Stafford was slowed due to a building freeze because lack of sewer systems. Houses built on large tracts with drainfields were not affected. The Perry estate below must have been a friend first, then a client as Ed took a picture of the 35 acre estate three years apart.
